Evaluation and Appraisal Report (EAR) Documentation
Major Issues
In 1998, the State changed the requirements for the EAR
content to make the process more effective. Instead of
an encyclopedic analysis of all aspects of the
Comprehensive Plan, the revised process asks a community
to identify, evaluate and make recommendations on major
planning issues that are affecting and will continue to
affect how an area develops.
Marion County has consolidated its major issues into the
following five topics:
Urban Sprawl
Adequate Public Facilities
Economic Development
Intergovernmental Coordination
Water Resources
In depth analysis of these five issues can be found in
Chapter 3 of the 2010 EAR (latest version) which can be
found below under the Current documents.

Evaluation & Appraisal Report Adoption Resolution
The Marion County Board of County Commissioners adopted
the Evaluation and Appraisal Report of the Marion County
Comprehensive Plan on November 30, 2009, consistent with
provisions of Chapter 163.3161, Florida Statutes.
FDCA's
Finding of Sufficiency
The Florida Department of Community Affairs (FDCA) has
found the adopted Marion County's Evaluation & Appraisal
Report (EAR) Sufficient pursuant to Chapter 163.3191(2),
Florida Statutes, per letter dated February 9, 2010.
